As it was TELEPATHIC I figured that her imagination would be overriding the reality of transmission. It’s a possibility, but an odd one: if the telepathic web is meant to be how Daleks talk to each other, then how can the Doctor, Amy and Rory hear it, too? In either case, though, it wasn’t explained, and I’m not a fan of scripting that leaves gaps in the narrative like that.
