Someone can pleasantly decline the offer, yes, but if they feel offended, they’re not obliged to take your feelings into account. No matter your intentions, if you offer someone a thing they haven’t asked for - whether it’s help, a gift or advice - they’re allowed to turn it down regardless of your feelings.
